The Whitehorse PreSchool Association maintains a Central Application Scheme for 3 and 4 year old preschools in the City of Whitehorse. 

Applications are accepted once a child is 2 years of age.  Make sure you read the information below and have all the correct documents required before lodging an application.  Incorrect documents will prevent or delay the application being processed.

Applications close 30 June each year and anything received after this date is placed on a late waitlist during the offer period.

Ensure you have all the information and correct supporting documents so your application can be processed when it is received and not delayed.

A guide is listed below to inform you of when your child is eligible to attend 3 year old and/or 4 year old preschool.  In Victoria your child must be 3 or 4 years of age by 30 April in the year they attend the correspinding 3 or 4 year old preschool.

The State Government provides funding to support children to access a kindergarten program in the two years before they start school. The funding is a contribution towards meeting the cost of the kindergarten program. Your child can attend only one funded kindergarten program in a single year.

If your child has already attended a funded kindergarten program you must bring this to our attention. Repeating 4yo without funding approval is not available as per DET guidelines.

If you are considering delaying your child's school entry consider carefully the kindergarten start year also.  Children are not eligible to apply for a repeat 3yo year nor are allowed to have a self-funded repeat year as per DET guidelines

A child cannot commence 3 year old preschool prior to turning 3 years of age due to the Education and Care Services National Regulations and regulations in regards to child:staff ratios and room requirements for under 3's.

Enrolments are accepted for children at 2 years of age.  Positions are allocated in the year before your child is due to attend preschool.  Enrolment applications close on 30 June each year. You will be contacted by the preschool some time between mid-July and September of that year regarding your child's position. No guarantee is given to families when applying for preschool preferences.

  • You must provide your current residential address. A future moving to address is not accepted.
  • Proof of residential address must be supplied with the application. Only a current lease or recent utilities accounts, no more than 6 months old; showing usage, service address, addressee and dates are acceptable; gas or electricity preferred. Rates notice is not acceptable.
  • Attachments must be .pdf .docx or .jpeg formats.
  • Proof of up to date immunisation must be supplied with the application. The AIR history statement (Australian Immunisation Register) is the only acceptable document and can be downloaded from Medicare online through your myGov or Express Plus Medicare app. You can also call the AIR enquiries line on 1800 653 809, it can take up to 14 days to get the statement in the post.
  • Pages from MCHN book or letters from an immunisation provider (i.e. GP or Council) are not acceptable.

  • If the child individually or parents/guardians have a Health Care Card, Pension Card or similar a copy must be provided with the application.
  • A non-refundable application fee is required with the application.
  • Applications received after 30 June may be placed on a late waitlist.
  • Changes received after 30 June to existing applications may be placed on a late waitlist.
  • It is the responsibility of the person lodging the application to ensure all documents are correct and included.  Incorrect or incomplete applications cannot be accepted and finalised.
