Online Applications

The Whitehorse PreSchool Association maintains a Central Registration and Enrolment Scheme (CRES) for 3 year old and 4 year old kindergartens in the City of Whitehorse. 

Applications can be lodged once a child is 2 years of age. Make sure you read the information below and have all the correct documents required before lodging an application.  Incorrect documents will prevent or delay the application being processed.

Applications must be received by 30 June each year to be considered in first round offers for next year's places.  Anything received after this date is placed on a late waitlist during the offer period.

Ensure you have all the information and correct supporting documents so your application can be processed when it is received and not delayed.

  • Give your child the best start | Victorian Government (www.vic.gov.au) - sending your child to kindergarten information including a starting age calculator.
  • WPSA CRES Policy
  • As of 9 February 2024 an application fee is no longer required thanks to CRES funding through the Central Enrolment Project.
  • If the child individually or parents/carers have a Health Care Card, Pension Card or similar, a copy must be provided with the application.
  • Proof of current residential address must be supplied with the application. Only a current lease or recent utilities accounts, less than 6 months old; showing usage, service address, addressee and dates are acceptable.  
  • A future moving to address is not a current residential address.
  • Rates notice, bank statements, drivers licence do not prove proof of address, and are not acceptable for proof of address.
  • A building at address is not a current residential address.  A future moving to address is not a current residential address.
  • An additional letter explaining a future address can be added to an application.
  • Proof of up to date immunisation must be supplied with the application. The AIR history statement (Australian Immunisation Register) is the only acceptable document and can be downloaded from Medicare online through your myGov or Express Plus Medicare app. 
  • Pages from MCHN book or letters from an immunisation provider (i.e. GP or Council) are not acceptable. 
  • International immunisation must be translated and transferred to ensure it meets Australian requirements before lodging an application and before a child can attend an early childhood service.

  • Applications received after 30 June may be placed on a late waitlist.
  •  Any changes are made by email to WPSA. Changes received after 30 June to existing applications may be placed on a late waitlist.
  • A child cannot commence 3 year old kindergarten prior to turning 3 years of age due to the Education and Care Services National Regulations in regards to child:staff ratios and room requirements for under 3's.

A guide is listed below to inform you of when your child is eligible to attend 3 year old and/or 4 year old kindergarten.  In Victoria your child must be 3 or 4 years of age by 30 April in the year they attend the corresponding 3 or 4 year old kindergarten.

The State Government provides funding to support children to access a kindergarten program in the two years before they start school. The funding is a contribution towards meeting the cost of the kindergarten program. Your child can attend only one funded kindergarten program in a single year.

If your child has already attended a funded kindergarten program you must bring this to our attention. Repeating 4 year old kindergarten without funding approval is not available.

If you are considering delaying your child's school entry consider carefully the kindergarten start year also.  Children are not eligible to apply for a repeat 3 year old kindergarten year.

Positions are allocated in the year before your child is due to attend kindergarten. Applications must be received by 30 June each year to be considered in first round offers for next year's places. You will be contacted by the kindergarten some time between late-July and September of that year regarding your child's position. No guarantee is given to families when applying for kindergarten preferences.
